im sponsoring my spouse from outside of Canada.
IMM 5669 - IMM 5406 forms are required for the principle applicant, however, in the guide it says that these forms should be filled by the principle applicant and all family members over 18 including the spouse of the principle applicant. Does the case apply if the spouse of the principle applicant is the sponsor?
literally guide 3999 says:

"This form must be completed by:

you, the principal applicant;
your spouse or common-law partner (whether accompanying you to Canada or not), and
your dependent children aged 18 years or older (whether accompanying you to Canada or not)."

another question is :

is it enough to provide an admission from University of waterloo for PhD for september this year with e-mails printout of requesting to change the starting date of my study to be may 2015 as my wife visa was refused and had to go through the long PR process?

the sponsor is not considered a "family member". The spouse and family members they refer to is anyone who is ALSO applying for sponsorship, so if a husband, wife and children were all applying to be sponsored together, ALL would need to submit these forms. A sponsor does NOT, only the principle applicant - your wife.

I don't understand what your other question is? Enough for what specifically?
 
enough to prove that i will be going back to live in Canada once my wife gets PR? (for eligibility to sponsor)

Also the guide doesn't mention the parents part either.. This one is very confusing and I have gotten a few different answers myself. Some say yes put yourself down as her spouse and also include her parents etc..Some say it's only for the sponsored party etc..

Form IMM 5406 (additional family form) is for the APPLICANT. And yes, she does need to list her sponsor spouse, siblings and parents on that form. This is what CIC uses to determine future sponsorship eligibility if any of them ever intend to apply. The appliant's family (siblings and parents) do NOT need to fill out the form, since they are NOT part of the current application. Consider it "for information only" purposes.

On any other form, if parent, spouse and family members are referred to, it refers to ONLY those individuals included in the sponsorship. IE: if an entire family is applying for sponsorship. For spousal sponsorship, the only *family members* that count are dependent children, if there are any.
