IMM 5406 real case

Since it's so many different answers to filling this form, are there someone care to share their real application that's got rejected or accepted by the two different major answers to who must be included in this form as an applicant and the sponsor? was your app returned to you because the principal applicant does not include you (the sponsor ) as his/her spouse in this form?

It is confused because it would makes more sense and clearer if we don't include the sponsor and his family members because they are already Canadians and filled their own forms that can link to.

We DID include the spouse, even though she is also the sponsor.

IMM 5406 should be filled out exactly as the form says: the applicant lists his or her spouse or common-law/conjugal partner, his or her parents, any children, and all siblings including half- and step-siblings. Even if some of these people are already Canadians or PRs.
This is in contrast to the other immigration forms, where family members means only the spouse or partner and any children, and where people who are already Canadians or PRs are not included.

IMM 5406 is really a form for background purposes. The people listed there are not necessarily prospective immigrants - CIC just wants to know the family background of the applicant. In most cases, the family background does not matter. Once in a while, it does - because of some connection with crime or terrorism, for example. CIC also uses this form to verify that other applicants are being honest. For example, if someone`s brother immigrated before, but did not include you on his form, there will be questions as to why.

I put my husband (sponsor) and my step sons (canadians) in that form, it says there name everyone even if they're canadians
