If someone gets ITA and IELTS score is about to expire. Then until when they can submit the application? Till IELTS expires or till 60 days which is total time given Or do IELTS score gets locked when ITA Is received and thus will have no impact?

Also will the PR application be valid if we submit it before IELTS expires? Even if later on it expires. Will it matter?

Your age, IELTS and ECA date are locked at AOR, not at ITA. If your IELTS expires before AOR, your file will be rejected. If your IELTS expires after AOR, it will not be rejected.

How much time does it take for AOR to come after submission of application?

It can take from few seconds to a day. Depends on the time (whether it's a weekend) and probably the server load. Mine came in about 2 mins or so and I have read other people's experiences where it came the next day.
