To get a TRV, you have to prove you will leave Canada, so this evidence would be very good. Include the other evidence posters have mentioned. Don't say you are going to meet your boyfriend.
If you want to apply to immigrate to Canada under conjugal class, you and he will have to have had a relationship of at least one year that is like a marriage. CIC will not count the time before you meet in person as part of this one year. Your online relationship is good evidence the relationship is genuine, but it is not enough. So first, I think the two of you must meet in person. I know he is sick, but could he manage even a one-week visit to you? He might be able to stay longer if he can arrange to have his medication check done at a hospital in the Philippines. One you two have met in person, then you could say the time-line for your conjugal status has begun. One year after that first visit, you would be good to apply for your PR as a conjugal partner. He must try to visit you as often as he can. You two must keep all evidence of contact: proof of visits, phone calls, Skype calls, emails, letters, proof of support, etc. Only use a calling card from a company that can give you a print-out of the calls made and to what number.
You do have some chance at conjugal if you meet in person: you cannot get into Canada, and he will have to submit proof that his medical condition is such that he cannot stay in the Philippines for one year.
It would be faster if you two could meet in a third country that allows same-sex marriage, and get married there. You would still need plenty of evidence of contact and communication, but you would not have to wait for a year.
