How to sponsor Mom and sister

I had some questions for anyone who may know.

Some background. I sponsored my husband through spousal sponsorship as a PR. He has been here for over 9 months now. He is now interested in sponsoring his widowed Mom and his sister (who is married and have three children). When I started researching I came upon a sentence that says he can only sponsor one blood relative?? So either his mom or sister. What can we do? Please help!

As repeated from other post, there is zero way to sponsor the sister. She will need to qualify to immigrate independently.

For the mom, if you + your husbands income in Canada is greater than LICO amount for past 3 tax years, then your husband can enter the parents lottery in January and only if selected he can submit an app to sponsor his mom. His sister can't be included in the app.

He can not use the "1 blood relative" sponsorship method, since he is married to you. To use this rule, one must be completely alone in Canada (not married and no kids or other family in Canada).
