If one were to obtain a post graduation work permit, and then decide to return to their home country for a while, how much stay outside of Canada is permitted
 
There is nothing as minimum time based on your PGWP. You will be allowed to enter Canada as long as you have valid visa and permit.

In that case how can we travel outside Canada?
Don't understand your question. CEC is based on working in Canada for at least a year and then number of hours to add up to 1560.

I meant we won't be able to travel outside Canada when we are in pgwp right.

Inorder to apply for CEC we need 1560 hours of work (which is 30 hours / week, they won't count more than 30 hours per week).which means we should work the whole year

You can leave on your PGWP, it is your choice. You need at least a year of Canadian work experience and 1560 hours for CEC. If you have that, you can leave.
