I am July 27, 2015 applicant.

I got GCMS notes April 2, 2016 saying

Officer's review: Record searched: PA: no prev record. SPR: PR, landed PV2 in nov13 Assessent on relationship. -first marriage for PA -despite spr had previous marriage, duration of previous marriage for 4 yrs, Sponsor dissolved from previous marriage legally i.e. 3 yrs before entered into current marriage with PA. Divorce cert provided. -despite development in a bit less than 1 yr, SPR visisted twice during relationship have mails since beginning of relationship to marry. -they are compatible in age and education background(both have post secondary education.) -spr landed proper channel PV2, satisfied relationship is genunie. Spr is PR, PR card valid till 2019, listed has been residing in Cda since 2013. -no adverse info re residency. Passed.

But when I checked the website it is still in process.

We received your application for permanent residence on July 27, 2015.
We started processing your application on September 29, 2015.
Medical results have been received.

When can I get PPR?

Assuming your previous background is not to complicated, as in only a few countries you lived in, it should be quick. But this is out of HKVO control to some extent how long security check takes.

In our case, wife only lived in one place all her life, after eligibility passed, 6 weeks for COPR.

However I doubled check the checklist of Hongkong outland application, it did not say it requires it.

What is wrong? What should I do?

This one is required document... If you got whole package back, check if it's completed our if it's missing a signature.

A setback in time, but easy to fix and send again.

While you do this, you can check if imm5669e had history all the way to 18 years old. If not I suggest you do it as very likely VO will ask the applicant to redo.

Yes IMM1344 is required. The Hong Kong checklist you referred to is the checklist for the applicant. The Sponsor's checklist starts with imm1344 as the first thing on the list. Start with Part 1 on http://www.cic.gc.ca/english/information/applications/fc.asp

Look at page 158 in this Hong Kong thread. I and Benitaagogo both advised you that your application seemed far too rushed. It seems you still sent it in the next day. It is not surprising to me it got returned. Spend many more hours checking every detail this time, starting with imm1344 but going through every other form and step in the guides.

I was told by a Canadian friend that all outland applications are all centrally pooled now (from March, 2016) and processing time across should follow the processing time as listed in the CIC website instead of visa office specific. Currently, the central processing time for outland applications is 17 months. Hong Kong visa office processing time is months shorter. Which timeline should be more reliable? Is the "centrally pooled" claim a new change that is true?

How on earth can you not do the IMM1344 - that is essentially THE application form to submit for sponsorship.

It all depends on your marriage status - are you recently married or have been for a long time? If it's the latter, it will be pretty quick, around 7 months.

I wonder if they do background check on their own systems or do they have to go through the system of other countries as well...

Eagles made some comments in another discussion about GCMS notes, that CIC will use multiple ways/agencies to do the security check, depending on the person's history, nationality, etc.

I guess it really depends...and life is not fair in a sense...some people in some parts of the world deemed to be "less complicated" may likely get security check completed faster. And we do see many people with very fast cases, some in 4-5 months from start to finish.

It looks like a common thing CIC does is run it by the US agencies...it's also in my wife's and it came back "negative". She has never been to the US nor has any association with anything remotely American. This was done way in the beginning according to GCMS notes and not after passing eligibility. I don't know if this helps.
