Hi I am gathering all the documents to start my immigration process.

I have lived in Hong Kong for 10 years and now we are in Beijing nearly 2 years.
I know I have to submit police clearances including one from my home country. (Philippines) (issued December 2011)

Question: Where do I get letter reguesting letter of certificate? Canadian consulate? beijing? Hong Kong?
I will be travelling to Hong Kong in 3 weeks to get this certificate.

If you live in Hong Kong
You should apply for a Certificate of No Criminal Conviction (CNCC) in person. You will be required to provide:
•your Hong Kong identity card or valid travel document
•the original letter from the Canadian Consulate General requesting the certificate;
•the original and a photocopy of the documents proving your relationship with the Principal Applicant for the visa application if the letter from the Canadian Consulate General does not contain your name (for dependents of the Principal Applicant only); and
•the processing fees of 180$HK (Fees are subject to change)

Note that the Hong Kong Police require you to provide "the original letter from the Canadian Consulate General requesting the certificate".

In my case, the Hong Kong Police confirmed that they would not process my CNCC application until they receive the request originated from Canadian Consulate. Therefore I submitted my PR application without CNCC. My visa office later on sent me an email requesting my Hong Kong police clearance. I followed the "If you live outside of Hong Kong" procedure (link from http://www.cic.gc.ca/english/information/security/police-cert/asia-pacific/hong-kong.asp) and sent my application and provided the printout of the visa office's email request. After Hong Kong Police processed my CNCC, they sent the certificate directly to my visa office.

I heard a case that a person got the CNCC processed without the original letter from Canadian Consulate. But I was without luck. If you so happen are in Hong Kong, you may try your luck, but be prepared that they won't process your request.
