This is a very good read, since it is the ircc that handles hccp and not esdc (LMIA).
Yes, that is true. With hccp from what i applied for, it did not require LMIA anymore. Whoever is assessing the paper, it is from cpc which is an ircc office. Maybe they will send it to esdc for assessment or they will have a new guideline. No way of telling for nowthe page you referenced here concerns sponsoring(spouse etc) and not hiring a worker,
Or maybe they will based it same way as LMIA. I was just confused because I called LMIA department which is from ESDC, they said they dont handle HCCP anymore. It is the IRCC. I will let you guys know if i get more info
