Anyone not planning to be accompanied with family like spouse? Will it be easy for them to follow later on when I’m settled?

I am doing applying pr card without my spouse because my spouse has a reason, and I wrote the reason at my paper.
However I haven't got AOR yet for 2 months even reject, so I am not sure you can or not. My agency told

Thoigh I don't wanna speculate. I had a rejection in past. And i got to know a month later cuz they send file back via surface mail.
