My friend told me that it is possible that cic give certain quota for every time frame, once that quota is full, they need to wait for another quota to come....

I am July applicant still waiting for Medicals. I guess if during initial review the junior officer/clerk found you eligible he sends you medical request and send your file for security check after security clearance you get passport request and then your file goes to senior officer who finally approves you, but if the junior officer would have some doubts he referred your application to senior officer which either refuse you or if found eligible send your file to security check, that's what I figured out from my GCMS notes.So looks like after medicals we will not have to wait long for passport request and other stuff.

Very true, the average times are reflected by progress of people on this board, but there are always 'tails' of the distribution. So for some cases it will be a longer wait, even(!) in the same circumstances.
I applied in late may and am still waiting for MR, so it has been 13 month already, and no MR even.
I can only wait, I think my case is just lying somewhere, and the next officer will issue a medical request once he gets to it.
in any case, I ordered GCMS notes just to take a pick, but I doubt there is anyway to influence the process, so all you can do is keep positive and go about your life. Oh, and of course wishing good luck to all those who are waiting.

Everyone must undergo background checks and there are people on the forum who have been at this stage for at least 1 year... if you've travelled to many countries, etc it could take longer because not every gov't keeps good records.

My best advice will be to try to relax, check your email(and junk folder) regularly and go about your business. You can order GCMS notes if you want.

This is just beyond ridiculous..

13 months is supposed to be the average processing time for PR applications...I am just in utter shock...and it's not like there are any goddamn updates from them; ecas is useless. For all I know, my PR is lost in the sea of applications they have. And who knows, maybe if and when they do get to my application, they'll reject me for some pathetic reason not too different from the ones I've been reading around here.

Meanwhile, people who applied much later than us are getting their passport requests.

This is utter BS. And we have to put up with it because we're at their mercy. Applying to U.S. schools for post grad at the expense of my PR doesn't sound like a terrible idea anymore...

Just hope the strike will be over and things will start to move faster.
