For children you have to submit 2 pc of ID one of them must have photo on it (as per as instruction guide) but school record and health none has photo on it what can I do?

Health cards don't have photos? No school ID required where they attend? Do (Does) your children (child) have a passport?

Yes, health card of children in Ontario does not have photos on it . They attended school in Canada . yes they have passport

Passports, PRs and health cards are enough

For my 6yo son I sent PR-card, health card with no photo, passport and a school record with no photo. I attached Explanation letter for officer, that Manitoba health card does not have a picture on it, and Im sending all documents what I have.
