At least IRCC is responding fairly quickly. Getting a PC is not set in stone, if there are legit extenuating circumstances for not having one. A letter of explanation by whoever gave you this information should be enough.

However, if her name's not in the system at all, maybe they could print you out a certificate that states "not found" or "no records" or something of that nature. No name, no record, right?

Great idea! If not able to do this, then a letter explaining all circumstances (date time what happened..any supporting documents)

We were actually successful in having the requirement for PCC waived (you won't get anything in writing - but our GCMS notes from the immigration officer indicated such) by doing this. Unfortunately, you won't know unless you either get DM or request for additional info.

Hmm what is DM?

Yes i realized after he did it no name in system means no record it's actually proof. Thank God. Just need to get a letter from a cop or judge. Working on it now.

They must must accept it since we can't get one. And they have her Dubai one which has 20 year history.

Your story is a difficult one, yet everyone can see the dedication you're putting in this. I'm sure they officers will see this but they do have to adhere to their policies as much as possible. Just stay in touch with them and ask for extensions when needed. Everyone on this thread has been so helpful. I just wanted to cheer you on and I hope for the best!

Ty appreciate it :D

Well I got the Police report but the lady at the lebanon embassy now tells me that my marriage book is just a MARRIAGE contract not a civil marriage.

we got the stamp minister of foreign affairs but there is no civil marriage paper.

so what should I do. It seems there is no way to get a civil marriage paper from middle eastern countries. they just have religous marriages???

should i just send in the updated book with the new stamps and the new police report and pray?

I thought lebanon had a civil marriage option now? Honestly from reading Lebanon marriage seems insanely bureaucratic and complex. Is there a reason you couldn't have had a civil marriage performed in Cyprus or something?

Anyways, I read this, seems a lot of people on this forum have similar issues:

I've been told that i need the marriage certificate(wasi2et zawaj) to include in my application and not the marriage contract(3aqd zawaj)

Lots of issues but not many answers. You could send what you mentioned along with a list of everything you've done and ask what they want from you (IRCC I mean).

I found this which also indicates you need the actual certificate:

apparently we missed one step. we missed the security clearance step. So now we have to send it all back in a diplomatic bag to someone in lebanon through the embassy and have them work on it. I will try to ask for another time extension in 3 weeks.

it seems like getting married in lebanon is the most difficult procedure on the planet earth. :'(

where did you find this? this is exactly my issue. How did they solve it?

when i asked for my first extension i told them the marriage paper was done and the police report was holding me up.

Now I have till april 10th. but I need more time now that the marriage paper has to be sent back to lebanon this time via diplomatic bag and then worked on.

What should I say to get an extension again? I think I need an extra month.

I would also write a detailed description of everything you've gone through.

I found that information on this forum, but no one responded to the question. There is a consensus that Lebanon has a bureaucratic nightmare for a marriage system.

The whole thing sounds like something out of a suspense movie.
Don't give up on the application, you should be able to get more time from the embassy with a good explanation.
If you need help writing it, post the draft of the letter to CIC here, we can help you to refine to make it more convincing.

OMG!! your case sounds very difficult. I'm sorry you are going through this. You are putting a lot of energy and effort and money for the application. I hope the officer will consider all the work you're putting in and accommodate you as much as possible.

As everyone mentioned, if you can't get something in time write a letter to CIC outlining everything you've done and try to request more time as much as possible. Unfortunately at this point in your application, if they don't have all the necessary document they will simply decline with no refund. I really really hope everything works out great for you.

Best of luck!!

If you get police certificate, you could try to send that + the religious wedding certificate as is, inquiring if this is sufficient.
This might buy you some more time while you're in the process of resolving the civil certificate issue.
