Just an update.... I had sent an email to Vancouver humbly requesting the refusal notes as gcms take a long time. I just received the notes so thanks @tony for recommending this option .... If anyone wants their refusal notes just send a friendly short email requesting the reason for refusal..... Got it less than 3 weeks.

Also you need to check for 12 month bar as if your refugee case denied you r not eligible for H&C for 12 months .
only exception if you have kids or serious health condition.
12 month bar from RPD? RAD? Or federal court? That’s what i was confused about because i see alot of members submit their application which federal court in progress
12 month bar after any of your refugee decision date .
Even you apply for federal after RAD you H&C will be return to you .
rest I might be wrong but that what my understanding
When I sent my H&C having a Rad appeal they return my file saying I cant present it because I have a process, even if I have children. But I read that in federal court you can send it but they will put on hold after decision.

I’m sorry to hear that you have to follow step-by-step first of all you need to find out the reason why they refuse you second prepare yourself for reconsideration or new application
