Before you decide to go for reconsideration or judical review first find out what exact circumstances in your case caused the officer to refuse the application. In order to find out the detailed reasons the officer has used as grounds for the refusal.
Request refusal notes.
After that you either send new h&c application or judical review.
Your H&C application have been refused for a number of reasons. It is important to request the reasons and decisions from the relevant IRCC office for further details around why the application was refused. This will also give you a better idea of what kind of arguments you may want to make if you feel the decision was incorrect or unreasonable
In the refusal letter it just said ALL FACTOR YOU CITED IN YOUR APPLICATION WERE CONSIDERED BUT THEY ARE NOT SUFFICIENT. this all I got
