H&C Humanitarian Ground with/or Without Failed refugee claim

Hi Everyone, I am new here. My file was transferred from TR-PR to H/C as I applied for an exemption for inadmissibility for non-compliance. I phoned the call center to an agent today to get an update on the H/C application and they shared that criminality and info sharing are in process. I have not received AIP. Do they process background checks as the first stage of application?
