H&C Humanitarian Ground with/or Without Failed refugee claim

I applied February 2023, spoke with IRCC agent today, background check- criminality still in process, nothing else started. Smh
I don’t think all 600k undocumented immigrants are getting pr cause there’s restrictions are mentioned for those who entered the country legally like student and worker and specifically for those who are hard worker at least two years full time work in past five years I guess for GTA construction worker anyway I don’t think everyone has deserve to get pr

This is on behalf my friend, he doesn't speak English. He is from India. His Refugee status claim was refused and his Refugee claimant document is expired as well. I told him to take this situation seriously and do something, but he is not. He opened a business in partnership with another friend who is a PR. He is busy in his business. I have few questions to ask.
1) Can he apply for Humanitarian grounds application? If so what is the success possibility for him., He is from India and he is single.
2) His open permit is expiring soon in 2-3 months, can we extend the work permit or we will get any problem, since the case is over?
3) His case was refused in supreme court in Oct 2021, how long we have time to get the removal order? Is there any time frame to get the removal order.
4) If we get the removal order after applying Humanitarian application, what we can do to stop the removal order.
5) Will doing business help him to approve Humanitarian application.
Please advice. I want to help in a practical way.

I know a little bit. There's a 12month bar to apply for h&c after a failed refugee claim unless its in best interest of the child. Success rate of h&c varies depending on factors . Being Indian and single are not sufficient data. Work permit can be extended if he appeals his refusal. Or he's given prra eligibility. Question 3 i'm not sure. But removal order with prra eligiblity will help extend work permit. H&c application doesn't give protection from removal. Only a prra with the removal order gives wp extension eligibility. Revenue making may help for h&c but to what extent not sure.

The reason they refuse the application is here:
Under A16(1), a person who makes an application must answer truthfully to all questions put to
them for the purpose of the examination and must produce a visa and all relevant evidence and
documents that the officer reasonably requires. As you answered the questions on your
applications untruthfully, your work permit request is refused.
[X] You are a person in Canada without temporary resident status who is not eligible for
restoration under Section 182 of the Immigration and Refugee Protection Regulations.
I answer that I don’t need the restoration and input the current date when we applied to go around the online application I already send a new application by mail stating about this refusal reason but I just want to send reconsideration request as well because its odd that it is refused as he is a family member of H&C applicant.
I also just knew that open work permit application processing fee and open work permit holder fee is waive for H&C applicants open work permit exemption. You can see it in the fee exempt list I just knew this now I pay for both when we applied.
