I can’t say anything, it is 50-50. But I talk to lawyer and he says you have decent case and has merits for us to appeal.
In general, decisions are not reasonable especially if you have a lot of good arguments and proofs and in this case you will have good chances for JR but you have to apply during 2 weeks after receiving the decision if you didn't you can ask for extension.
You also can apply for reconsideration by email to Vancouver.
You can of course apply for second application even if you will apply for JR @grahs1994 have a good experience with this point

There is temporary public policy for medical if you’ve done medical for the past 5years, I would say congrats in advance good news coming soon.

If a decision has been made without a medical, then unfortunately this means it's a refusal. Sorry.

You should start thinking about what your next steps will be. Did you apply with the help of a lawyer?

When I checked, they said they will send me a letter but I am still waiting for the letter. Yes I did apply with the help of a lawyer

It's going to be a refusal since there was no medical.
 
How do you know please?

If it says "decision made" and you haven't completed a medical, that means they have refused you. You must complete a medical as part of the process. If you get "decision made" before the medical, this means it's unfortunately a refusal.
