Thats good if it's not started, better than not passed try calling them every few days and bother them... tell them they reached processing times and eligibility has not started... request status update, involve MP... clearly IRCC is not doing its job once again... they are sitting on the case, if eligibility is not started after 22 months it means officer has not started review process yet. Unacceptable.

Calling IRCC regularly is not going to help your processing and if anything may hurt your application. The H&C department has 50k+ applications while only being staffed to process a small portion of that annually. An MP can not do anything if your application has similar processing times versus others. They also can’t influence outcomes. Processing times are not guarantees and can change over time.
