I disagree in part. What is happening is that the system is overloaded, both with asylum applications. People do not qualify for humanitarian and compassionate status and still apply. Right now there has been a huge increase in applications. They cannot deny a well-founded case, for example, because if not, the person will appeal to the court, and the officer will have to explain himself. Those who have good reasons, children and a long time in Canada and difficulties returning to their country of origin have a better chance. People want to apply at any cost with less than a year in Canada. As people have already noticed H&C processing times have gotten longer and due to the high volume of applications and attempts to reduce temporary residents and PRs this will continue. Will also likely get harder to get approved. Reforms to the program are needed because it has become a catch all for everyone who doesn’t qualify for other programs which was not it’s intended purpose. Was also not meant to process this volume of applications. Think people need to be prepared for a new reality. Also assume quota for this year has been meant which is why many with AIP have not received eCOPR.
