I don't think so! They should actually have quadribled the staff as a replacement but the huge delays show they have not at least transferred or replaced the staff!!!Had the same here, wish it will change!!
It will change soon! I know it's tough. I never thought it will be this difficult though- I've lived, studied, and worked in 5 different countries so I've seen some difficult times, but this process must be the hardest I've ever seen with the separation and just the blind waiting, all the other stuff.
Good thing is, it will all come to a good conclusion sooner or later :)

Hey everyone! Just got our GCMS notes today...and I noticed something strange. The UCI listed for my wife is different from the one issued when we got the sponsorship approval. So I tried logging in with it, and it has all the same info as the original UCI number...has anyone else ever had 2 UCI numbers?????

We have two, but one for me, and one for my husband. The one they sent us with the sponsorship approval was mine (sponsor's). We found out his UCI number from the notes, too.

Yes. My original VR (and subsequent work permit) was issued with one UCI. Buffalo assigned me a different UCI when I submitted my FSW PR application. Seattle merged the two records together when I submitted a different application to them last February. I used the original UCI for my second (spousal) PR application.

I recall reading about this possibility in one of the operational manuals, in fact, and there is a procedure for merging them.

I requested my GCMS notes. The only remarks on mine I would make are:

1. The very first note added to my file by CPC-M, on the same day we got our sponsor approval, said "CSCD date not entered as back of photo not completed" and indeed the field entitled CSC date was not completed in the file. Of course, there seems to be no mention anywhere that I can find in the West Europe instructions about completing the backs of the photos with anything (correct me if I missed it) so I don't know what the issue is. When I searched online about it, the best I could come up with is that CSC Date is 'Client Service Commitment Date' and that there doesn't seem to be any real consequence for not having completed the backs of the photos.

2. My next note concerned the fact that I am a Quebec-bound applicant and was added by CHC London saying "QUEBEC - SPONSOR HAS OPTED TO DISCONTINUE IF FOUND INELIGIBLE, SO WE CANNOT PUT CASE INTO PROCESS UNTIL WE RECEIVE CSQ, E-MAIL SENT TO PI REQUESTING COPY OF CSQ." and indeed I did receive said email on that date. What I think can be inferred from that is that if you tick the box choosing to abandon your application in the event that the sponsor is found ineligible, you might very well be causing yourself a slight delay in processing, but the merits of each choice are discussed elsewhere on this forum anyway. If you know your sponsor is a dead cert for approval, this is possibly something to consider. But clearly it depends on the visa office and their usual timescales. In my case, I can see that London reviewed my file and made all of its decisions remarkably quickly (less than two months after sponsor approval) regardless of this supposed delay.

3. As someone else mentioned, the details of the security decision is blanked out in my notes. Under 'CLIENT DETAILS' it shows as 'Passed' but under the 'ADMISSIBILITIES' heading in the section entitled 'SECURITIES' the dates and status are blanked out, but interestingly the codes for the persons making the updates on the section are not blanked out. In any case, I know I have passed the security. The censoring is probably due to the following, which I quote from their email: "Certain information qualifies for exemption pursuant to section(s) 15(1) the detection, prevention or suppression of subversive or hostile activities of the Access to Information Act."

4. I don't know if this view is controversial but... I am not convinced that 0=Not passed and 1=Passed. The reason for this view is that I have not yet passed my medicals, my medical saga is still very much ongoing, and yet I am designated with 1 against medicals. I am marked with 0 against a number of things, including HIRV, Organised Crime and Misrepresentation. My suspicion, which could very well be incorrect, is that you are given a 0 for sections which are for whatever reason irrelevant to you, and these sections are never completed. You are given a 1 for sections that *are* relevant to you, and you are marked as Passed if you pass these sections, and nothing or 'In Progress' as appropriate if you have not yet passed or failed. I don't know what it would say if you have failed, presumably 'Failed' or explicitly 'Not Passed'. I'd be interested to read what people think about this and what other people are seeing!
Hey guys
this thread is so useful!!!! i'm in the same boat with u trying to understand gcms notes, but had to put that on hold for a while ::) i don't have time to go through all the pages so if i repeat what others said i'm sorry in advance
but i did find Deficient post really helpful and i thank u so much for sharing this!!!!! if u remember we r going to Quebec too and also me i opted like u to have the application withdrawn if the sponsor part is not passed
i know our office is slower but i'm happy to find another reason of why it does not show "in process" yet; not sure if they actually have our CSQ or not - the place for CSQ file number is blank but for incoming communication it does state the email we sent and that the CSQ copy was received and added to the file
as for 0 or 1 i think u and computergeek r right; it means what is relevant or not and it means also how many times a specific item/category was accessed; everything we need to pass i think we all have it at least 1 - other things like refugee group for example is 0 (not relevant to us); for us the medicals is 1, Passed; the rest r 1, Not Started
i wonder if there r people with codes like 2, 3, ....
i'll try to come back with more details soon :) good luck!!

They legally have 30 days to respond. So what they generally seem to do is pull your file when they get the request and then send the results one month later. I've had two exceptions to this: one was a request for a physical file, when it took about 75 days (which is beyond the 60 days allowed by law) and the other that I requested on 10 September that they provided on 2 October with a date on the notes of 26 September - not sure why they pulled notes late and forwarded them early. My other request on 10 September hasn't been received yet, so I expect to see it in the next two days.
Question, what actions can you take if it has been longer than the 30 days that they have to respond?

Aren't they supposed to write back at the 30 day mark and inform the applicant that more time is needed?

They can do so.

Here is the address for complaints:

Please be advised that you are entitled to bring a complaint regarding the processing of your request to the Privacy Commissioner of Canada. Notice of complaint should be addressed to the Office of the Privacy Commissioner of Canada, Place de Ville, Tower B, 112 Kent Street, Ottawa, Ontario, K1A 1H3.

This address is in every ATIP report I've ever received. I've only had them be late once.

True, yours took longer, right?

BTW, I saw in one of the threads today someone posted CPC-O has told them 80% processing time for them is 10 months. However, I have also heard they will look at the original VO's timelines for the 80% timeline of each applicant. i.e. if CPC-O was supposed to help with Ankara files (just for the sake of argument) then they would consider the 80% processing time for those cases as 15 months, same as Ankara's.

It might be because carrying out background checks on different people from different countries takes different amounts of time, etc. CIC will be dealing with different agencies or bodies to do these checks depending on where you're coming from. I think it wouldn't be helpful to quote a 10 month processing time to people if a typical application from a person from a certain country takes far longer just due to the background checks. All that would happen is CIC would be deluged with enquiries about applications taking longer than 10 months, where 10 months was never a realistic timeframe for certain applications. If that makes sense.

At least that's the only explanation I can think of, I think it makes sense?
