This part of the information is pretty much about us:

Applications for Permanent Residence from Within Canada

The Service has the sole responsibility for screening immigrants and
refugees who apply for permanent residence status from within Canada. In
2008-2009 the Service received 33, 837 such screening requests. Of these
requests, 21, 950 were immigration applications and 11, 887 came through
the Refugee Determination Program.

According to the statistical information provided by the Service, the
time required for the Service to issue a recommendation on an
immigration application varies considerably depending on how the
application was filed. Those applications filed using the Electronic
Data Exchange from within Canada took a median of 45 days, and
electronic filings within the Refugee Determination Program took 55
days. For those applications filed on paper, the median turnaround time
for immigration applications from within Canada was 70 days; for
applications from the U. S. it was 150 days, and for paper applications
from within the Refugee Determination program 94 days.

I think the responsibility for the security screening / investigations is SOLELY under the competence of the Canadian Intel Service. They conduct the process and at the end, when they have a final conclusion, they inform the CIC. After our file is transferred to the Cad Intel they determine how long the process last and what checks are required. After they simply inform CIC in givind a YES or NO for us. As much as I understand from other forum-based info they DO NOT contact our governments but their FIELD OFFICERS to collect relevant information about us. This is somehow good news (if info accurate) because some governments (like mine) are not based on rule of law and do excessive difficulties for their citizens.
I hope this information will contribute to comprehend and be helpful to understand the nature of internal processing of security screening which is in most cases the final step before the PPR.
Best wishes and a speedy PPR for all.

Also this information might be useful, guys:

According to CSIS, 51 percent of the of the 53,029 requests from Citizenship and Immigration
Canada for CSIS security checks were processed in 24 days, with “less than
one percent” taking longer than 12 months to process.
There are approximately 400 files currently under review by CSIS.

Hey Blanka, they say your wife security check is being processed by an external party, right?
Did they say your security is completed? Did they ever told you which 3rd party is doing this check?
Thanks!
No, my husband's security is in process since Sept. 2016, mine is passed. I am the PA, we just have to wait for that security part to be done. They didn't tell us who is doing it, just that our application won't be finalized until they get that info, and there is no deadline, as long as it takes to get security info.
He served mandatory military service for 6 months, that's all "red flag" about him.

Thanks for the template.. Just a question. What if they say that we have already done your screening and sent to CIC.. how do you proceed after that? do we send their reply to CIC? do we contact other agencies?
I am not sure what everyone does after contacting CSIS, since most of the applicants I read about have got a confirmation that their security was done in 45 days.

There are other agencies from where CIC gets input such as interpol, FBI and others. And unfortunately we can not contact them I believe.

I don't get this point. Correct me if I am wrong, so this Cad intel send field person to home town i.e India or china( depending on the applicant home country) to check verify background info. in order to finalize the background process and then they issue PPR

Hi Matt,

Do you think they contact field person for each express entry application or do they do it if they see any red flag with application.
Also, do field official go to local police station?

Cheers
