If eligibility is not passed, your application is rejected. If it meets Ministerial Instructions for FSW2014, your file is put into processing by VO and all assessments are initiated. When the file is complete, it's sent for final review by IPM. The actual timing of MR/RPRF can vary by VO. Singapore sends it when every other assessment is complete. Not sure about Warsaw, but this office is very small (18 people) and probably packed full with thousands of applications from last year.
Hi Diplomatru, could you please let me know where this figure of 18 people is mentioned., I remember seeing a tabular format but can't seem to get the page.

The Canadian Embassy in Warsaw currently employs just over sixty people. The staff at the Canadian mission consists of two categories, Canada-based Staff (diplomats) and Locally-engaged Staff.
Canadian diplomats are recruited by the Department of Foreign Affairs and International Trade in Ottawa; they are rotational employees who have diplomatic status when posted abroad. The normal length of a posting to Poland is three years.
