If wala pa, you can try calling the CIC Hotline (888-242-2100) and follow the instructions for Permanent Residence (although not everyone who will answer your call will be able to provide you this info. Tiyagaan lang talaga na uulit ulit kang tatawag. Since you don't have the UCI yet, just ignore the prompt to enter the UCI thrice and you will be directed to the next available rep. They will ask you for your last name, birthdate and country of birth.
sinubukan ko yung UCI galing sa doc ko na binalik ng CIC from my failed FSWP 2013 application pero walang lumabas na result..

Application Processing Times
At this time, you may use this on-line service if you have:
sponsored a member of the family class;
applied for permanent residence from within or outside Canada;
applied for a permanent resident card (replacement or renewal);
applied for Canadian citizenship (grant of citizenship);
applied for Canadian citizenship for a person adopted by a Canadian citizen (on or after January 1, 1947);
applied for a citizenship certificate (proof of Canadian citizenship);
applied to renounce Canadian citizenship; or
applied to resume Canadian citizenship.
