I don’t get what’s so hard for this shitty organization to just say where their at and what they plan? Afraid it could leave them susceptible to a lawsuit? Seriously.
Actually they do tell what is the stats. In 2019-2020 only 47% of FSW applications were processed on time. We also sort of know the stats of those in pool.

Technically, some lawfirm can decide to sue them. But the chances of it actually happening? Slim to none.
They get sued/ taken to court quite often. However, those cases also take quite a while to work their way through the legal system and Ombudsman, and that is usually the deterrent.

Not sure, but it looks like they're learning. If those trial flights aren't able to contain the disease well, then they may temporary ban again while they figure out a new strategy. Still a logical approach to doing things. It's how it should've been from the start. Travel bans don't really achieve anything.
There should be one thing for Canadian to learn: there's no covid anymore. Covid was simply a failed election strategy, and they shouldn't be living in fears and lockdowns.

Alberta begs to disagree. Covid is really messing up their health system. B.C. is also sort of feeling their pain.

It’s probably because the PPRs are really old cases. So it makes you question the reasoning. Mid 2020 there were PPRs for cases with later AOR than now, so is it that they resumed finalizing and decided to focus on date or are they just clearing out old cases and that means little to newer AOR/pre-itas. That’s where lack of communication really screws things up.
