The main flaw in thinking that these changes apply to CEC and PNP as well is that you're assuming that logic actually applies to IRCC decision making.
Bro don't even overthink. Right now FSW is effectively canceled. So these changes in NOC there's no way it will touch u if you're in pre ITA phase.

BTW the NOC change makes sense. Why shouldn't they revise the occupation list once in a while? Australia revises occupation in demand, USA revises H1B rules every once in a while. So what?
