It is the same as me. Recommended pass by a Case Processing agent, the officer is yet to look into it. You can think of the process as in three stages.
Step 1 - First the aggregated information is looked at in a Case processing center by an agent, who will weed out obvious cases of misrepresentation, errors etc in your medical history, criminality (based on PCC), eligibility (education, work, other info). If your file looks okay, you are recommended pass.
Step 2 - Then the file is transferred to a visa office and an IRCC officer who will go through the information again and give a conclusive pass for eligibility.
Step 3 - Meanwhile, security check starts where based on how complex your addresses and travel history is, background checking could take time.
Most of us are done with step 1. Our files are languishing in a visa office somewhere at some IRCC officers mercy. They are prioritizing CEC and now apparently even Afghan refugees instead of our files. But I assume step 2 should be quick when it happens. God knows how much time step 3 will take. I hope they have started background checks in the meanwhile.
