The documents which he had shared previously categorizing outland applications into three buckets - A, B & C were all based on border reopening. And at the moment, there's nothing to suggest that the border reopening will be delayed. With mandatory vaccination in some cases and vaccine passports in various provinces, I guess everyone seems to be trying to avoid any further lockdowns. And moreover, I believe some people have started receiving visitor visas as well.
