No this isn't. However, correct way of doing is to show education but say you don't have education evaluation done. No points will be awarded without evaluation.

The only reason for my post was to make sure that he will not get in trouble, this is why I have asked for other people opinion. Man I don't know what they have done... At this point even if they do FSW draw, Canada is only going to end up with highly disgruntled immigrants, even before they have moved there.
My guess is they have an algorithm which picks the range where candidates are most likely to accept the invitation so obviously won't pick highest crs. But they did not take into account fsw will stop completely.
