The US also had a good month. They are now at better than late Obama/early trump unemployment levels. Canada’s unemployment seems high at 6%, but they have a higher level of labor participation due to more women working, rather than the US.
US actually massively underperformed this month. They were expected 500K but ended up with 200K. I think what you are referring to though is that, overall, they still have a lower unemployment rate

French-Canadians are a privileged class in Canada. To reach top government positions and these days even CEO positions, one needs to be able to speak English and French. They are also the most fluid in terms of votes so politicians have to always promise them more as a demographic than any other. Many client/customer facing or speaking roles in and outside of Quebec require french fluency.
