2022 is our year mate. 2021 was a dump nobody will want to remember except all those low score fellas who couldn't have even dreamed of getting a PR in Canada otherwise. Q1 will probably look a bit like 2021 due to backlog but Q2 and onwards will be the return of the good ol FSW.
Lol, you’ve shifted the goal post again. No longer January? Now March/April. Tired of this loop lol

I really hope that the date will be January. I'm not really sure that I have the patience to keep having my life on hold for an ITA until April. Also, I will lose 5 points in April.

Nah matey what I meant by return of good ol FSW was in terms of processing (I mean MEP takes 4 months now come on...). The resources will be moved to FSW from CEC in Jan and draws will probably return in Jan.

See above mate. Keep the hopes up, IRCC has to start inviting in Q1 2022 or 2022 targets are missed too. I'm certain we won't see CEC draws again, if they were so hopeless about CEC they'd have never stopped it.

Actually March/April sounds pretty realistic.
ITA in March/April
collecting docs 60 days-May/June
IRCC background check etc 6 months (probably longer)
->those who get and invite in 2022 can only add to 2023 quota.
2022 quota can be reached by finalizing applications in the backlog

Well, I hope you’re right on this one. If it goes as predicted, I owe you something. Don’t ask me what

This is risky if they wanna hit 2022 targets. So they'll invite in Jan and start receiving apps by Feb/March. CEC died 2 months ago, the minister openly said the focus won't be on inland in 2022, IRCC said they can work from home now etc. So many good news.

So you think 2022 quota can't be reached with backlog applications only? I honestly don't know how many applications are in the queue.

Prob not. Let me go find the numbers then I'll attempt to share a calculation

Source for the numbers: https://www.cicnews.com/2021/11/canada-has-a-backlog-of-nearly-1-8-million-immigration-applications-1119651.html#gs.gokbph

Source for IRCC's targets https://www.canada.ca/en/immigration-refugees-citizenship/news/notices/supplementary-immigration-levels-2021-2023.html

We need to look at "economic class". As of Nov 18:

CEC: 48,225 apps
FSW: 51,147 apps

IRCC's "federal high skilled" target (i.e. FSW+CEC) for 2021 is 108,500; and 110,500 for 2022.

IRCC is going berserk on those 48,225 CEC apps right now to meet 2021 targets. They have 4-5 weeks left before the year is done. Let's be conservative and assume IRCC clears up another 5225 CEC apps this year. Let's also assume only 147 outland apps are processed until 2022. So as of Jan 1 2022, we're looking at below backlog:

CEC: 43,000 apps
FSW: 51,000 apps

Assume 20% rejection rate and 5% complex apps (complex apps won't help 2022's targets) for FSW and 10% for CEC (no complex CEC apps):

CEC: 38,700
FSW: 38,300

Total: 77,000

So IRCC is short of 2022 targets by 33,000 PRs. To get 33,000 PRs, they probably need to invite 25% more than that so we're looking at at least 41,000 ITAs in 2022. I say at least because IRCC doesn't stop draws; it continues to help the next year's (2023) targets.

No minister said this. Sorry to be pedantic here, but the game of telephone eventually leads to disappointment.
No actual minister said these words.
True, the minister never said this; however this was the opinion of the Director General of IRCC in the teleconferencing meeting held between IRCC representatives and Canadian Immigration Lawyers early this month

never a problem for ircc cause tr2pr will be returning and i expect one mega draw like the one happened on February

To be clear (again sorry for being specific), it was the Director General of the Immigration Program Guidance Branch, which is primarily focused on Operations guidance for the TFW program, and International Mobility. They are a department within IRCC.

Andre Baril (the guy that made those comments) reports to an Associate Deputy Minister, who in turn reports to Catrina Tapley (Deputy Minister for IRCC), who's boss is Sean Fraser.

Sure, but not the person in charge of making the decisions as to if they focus on inland or outland. Maybe that doesn't matter much to anyone else, but just putting it out there, in case come 2022, it doesn't come to pass.
ah yes the unpredictable, surprising and less transparent ircc. no offence hon: Sean Fraser.
