Well, I would suggest you to apply from BD. Usually US authority issue the visa after justifying some grounds. First of all, after landing in CA, you would be jobless for a certain period, so there is a question of limitation of self dependence, Obviously they would not issue a visa till you get a certain stable job with minimum duration to coup up with CA, they might think, you may wish to work in US as there is more job market in US and you might misuse B1/B2 visa and who knows your CA visa could be used as a transit visa. So, I guess it would be very difficult to get visa from CA unless you overcome above mentioned grounds. On the other hand, from BD they could think differently, they knows, everyone is west bound and they actually justify your real status that how could it be very difficult to get immigrant visa from BD after waiting for a long long time. And obviously you could show your sound stable status here in BD. Another issue is, if they issue the visa then it would be for 5 years multiple entry, the benefit of this visa is, you can use drop box visa service in future which might not be available in CA. So, I am in doubt, if they issue the visa from CA then it would be valid for a very limited time with single entry. I hope you understand my explanations and whatever you feel like just go for it...choice is yours.
