Any latest updates for NOC 2171, my application reached CIC by 19th Nov. Is there any chance of getting CC charged?

Some people have a UCI number from their previous rejected applications, they can check the status of their application in the CIC website which name is ECAS. It just shows the status of applications briefly. For example, some days after caching and before PER, it shows first line of process. It does not guarantee receipt of PER!
After receiving file number, you can login to ECAS and see your application's status in each level.

In my case, I got my UCI number from my Student Visa.
So Faranak59.a link you mean the first line doesn't guarantee a PER? It can be a NER too?

It is my view, because first line is added about one week after caching, but PER process (checking work experience and computing points ) takes long for at least two weeks from caching. I personally think it shows that you reached the cap and you they have started analyzing your application.
Please inform me if I am wrong, However I don't have any UCI number to check my ECAS!

Thanks, Faranak59!After a careful study of the ECAS webpage, I notice the progress statement means differently when you submit application outside/inside of Canada. I am screen capturing it so to share with everyone:
