DD Encased date: 22-Dec-14 (As per SCB)
DD Encased date: 16-Dec-14 (As per PER)
Nomination date: 15-Jan-15 (PER date)

I was wondering if anyone who's title is not HR Manager but has applied for NOC 0112 has received PER or MR?

Yes, this has happened. You will be assessed based on your job duties and not job title.

I have not received any email or any other notification. Can anyone please tell me by when can I receive the PER.

You should receive PER by Jan 28, 2015. It can however take a longer time. Just hope for the best

if your money is deducted, you in. Also title doesnt matter as far as u have done right work acc to the responsibilities described by CIC. Good luck

My application date was 2nd Oct 2014 and I got my PER 13th Jan 2015. You can calculate yours from this

you dont need to worried. It s normal procedure. if they think they wud take time for individual applications and will check things like refernce letter etc. on average it might take around 2-3 months
