For me it was almost exactly 2 months. Don't know about the average. The waiting sucks.

In other forums some people have been waiting for 4 months without getting any MR, they just got the second line on ECAS, so it seems that HKVO became slower than before

EE has nothing to do with VO stage, CIC has just started the draws and they need more time to forward the EE files to VO.
We can't know the reason, maybe VO wants to finish all background, security and criminality check before sending MR (just my assumption, no proof yet)

If that would be true, then they should at least add a second line that processing has started. I have been waiting for my second line for 2.5 months now and still nothing yet.

By the way, the CIC processing times for FSW applications was updated recently:

Now, the average processing time is 11 months for HKVO (time from app received at CIC until completion at VO).

With Chinese New Year coming up later this week I think we'll all be waiting at least another week to hear anything. Hopefully the HKVO employees will return from holiday refreshed and ready to process all of us!

No news and some people here said it is no hope and cap reached at late Aug.
But it is doesnt make sense, the news said it was reached at Nov and remember still a lot of seat at Oct.

Also, applied of EE 2015 and I don't think there' s a chance in anytime soon. My marks is only 351, don't think I can get into the pool unless i can get a job offer there.

We should share more info here and support each other more!!
