My problem is I only applied last week of Dec and the cap was 75% full by early December. So I guess my chances are very slim (if not a miracle). So I would rather pay twice than loosing everything. Do you still think I will be able to make it for 2014??

By looking at your situation now, If i were you, I will definitely register for the EE 2015. Because registering for EE 2015 doesn't cost you anything. And if you get the invitation to apply, then only u need to make the payment. So create your profile and keep looking for job opportunities in the job bank eagerly. For the first draw scheduled on late Jan, not much people have job offers in their hands...so chances are high for the people without jobs as well
If your NOC cap is 75% full by early December, Its right to say chances are slim...but don't loose hope...cos some times some Applications pass the complete check but when they are reviewed for the PER, sometimes some applications get NER. So you might be still in the game. Whats your NOC anyway?
Where did you apply from? If your NOC cap is full or your application package is incomplete, they will send it back to you in normal mail. If u applied out of Canada it will take some time to returned it to you..so just look out for your CC to be charged or to a returned mail( <--Lets hope NO). That's y some people here say, No news is sometimes a good news.
