Lets be proactive now, there is no point blaming anyone. But please as soon as possible call CIC agent and also send another email make sure you state your details (Name, Application No., DOB, File No. etc.) and forward also the initial email you sent three months ago and tell them that you are still waiting for their response. You are right though, in my friends PPR it was stated clearly that you should inform them if you wish your visa stamping is done in another VO. My friend did that and got a response the next day on list of vO options and their addresses.

I had already done that and haven't heard back from them. They just can't close my case just like that without informing me, i have paid considerable amount in fees and my time. I think i will call the CIC agent but i'm sure they will give me the answer what the ecas has. I have sent a email to VFS office and waiting for their reply. About a month ago i had sent an email to New Delhi consulate as well and they didn't reply either.

Would you have the CIC agent number?

No you cant. You are considered domestic only after you complete you landing and granted PR.

IDK, my university pays the tuition for me, so I never asked the requirements to switch to domestic fees.
