No, just forward it to costrecovery email. I did the same and RPRF was marked as received in three days time as per GCMS notes.

If you are out of Canada, third party is your only way to go. I am inland applicant, so I file ATIP requests directly.
I think of starting a GCMS retrieving service on my own =)

Option 1)

Since you have not charged(CC has not charged), My best advice would be cancel your credit card. So that the can't charge for your file.
Since they cant charge, Your fill will be automatically returned.

Option 2)

Wai until you get Your PER for your second application. Once you get second application number along with your PER,
Send an Email to CIO Email ID as follows: CIO‑Sydney‑Search‑Enquiry @ cic.gc.ca

Hi Dhillon , If I am not wrong - heard somewhere that CEC quota was over by Oct 20 th, I do not remember the exact date.
So I believe your application will anyhow return back to you.

As per my knowledge quota was only for Jobs with NOC - B but my Job was in NOC - A ... So quota is not applicable to me I think. Rest God knows .
