For the last 3 weeks, CPC-Ottawa has not issued any MR or RPRF for PhD stream applicants while they have done this for other FSW applicants! Does anybody have an idea what s going on in CPC-Ottawa?

You have same officers processing FSW3 cases, and hence the same queue

For holders of GCMS notes, look at page 2 for this section to identify CO. Otherwise you will have to rely on MR, which is not very accurate, cause some of these emails are sent by secretary, not the actual adjudicator.

I got document request from CO- RK6165. Does this mean that I am assigned to RK6165?

My application was not assigned to anyone (or not updated) yet when I ordered the GCMS notes, however they had already started working on it. When I was asked for additional documents it was assigned to RC9515 and assigned by AW5180. The e-mail was sent by AW5180 though.

However, when i try to buy the label it asks only for a canadian biliing address. Please suggest how to proceed.

AW5180 it is likely that's your CO

Just replace the Street name and city name to your billing address
The province and Zip can be anything in canada
Billing address
US Street Number and name
US City
I just kept Ontario, K1G 4B9

I understand what you are saying, and I repeat that based on information from GCMS files of FSW1 and FSW3 applicants, they are processed by the same COs based on receipt date, hence I don't think that PhD applicants are mistreated. PER date is not enough to make a judgement on which file is processed first, you need to know the TFR-Eligibility date from CIO to CPC-O.
