i wanna ask, if i got my UCI number by phone and my ECAS shows alive, does it mean "for sure" i will receive PER not NER?

No. It is not a surity that you are going to receive the PER. Because it just simply means that your points are being calculated and your Job reference letter/Experience certificate is being compared the lead statement mentioned in the NOC description of Canadian Government.

You can be assured of receiving PER when you will see "In Process" in your ECAS.

It is always wise and better to notify them of your visa refusal, as not doing so will be misrepresentation and if found out at a later stage might mean a refusal of your PR Visa and possible ban from entering Canada for a period of Two (2) years and I don't think that is what you are willing to risk. Moreover I don't believe it will delay your MR or later processing any more than necessary, but a year as you stated is really over-flogging it.

Thank you very much for your attention . As I stated , I've already told them more than once to the cio before getting my PER and when I got my PER email, I informed them again to the cio and the VISA OFFICE which is more likely to be Ottawa (despite not being informed in my PER email ) . Worries began really at the moment I discovered that mistake , as I heard many controversies whether to update them or not. Some insisted to update them , other not, especially because that I didn't get a refusal personal email or rather a refusal stamp on passport. At the end, I chose to tell them but this issue has become a big headache for me in both cases ( telling them or not ) . but the problem is that I haven't heard from those who had experienced the same issue and completed their whole process , I mean those who got their permanent Visa.

yes they share the information.
i would like to add a detail. my husbands us visa was rejected when he applied as a student from u.k. but now we have us visa for 10 years. as we have the visa we didn't mention it. but after reading from forum that it is misrepresentation. we gave a apology letter and explanation letter when we attend the interview. the consulate told me that she will take care of it. and i got my mr yesterday. so to be on the safer side send them a updated form with explanation. but as per my knowledge they share the information in u.s.a in the beginning itself

ECU is not a department, it's a division that handles all FSW files.

ok...sorry i got casual.. ....i just want to know that files which are forwarded to ECU have some problems or it is the routine process to forward files to ECU after PER...and ECU does it contribute in updating second line or sending MR to applicants....

I have to repeat bro. All FSW applicants are processed by ECU staff. Family sponsored folk are processed by FCU and so on. It's routine, don't worry.
