Being in the same NOC-0113 as yours, what I can understand that it was merely a misconception/misunderstanding that CIO is treating applictionas of the NOCs starting with '0' in a "special manner" and that is why CIO is taking a longer time ! Which I think is not true ? If someone has some evidence contrary to that with source of information please share it because it might be helpful for me and others who have applied for this categories of NOCs.
I just made an anlysis of your case which took around 133-days after receipt of application.
Whereas the average number of days as per the Spreadsheet of this forum it takes around 111-days for the PER to be issued after receipt of the application. So there is a difference of 22-days.

Actually, I had already sent a cover letter today explaining that issue with the forms corrected upon the advice of Optimist333 . But I ordered the courier service to return my envelope after many have warned me that It would delay greatly my file and may even cause rejection!, Some told me that there is no need to tell them now as there is neither refusal stamp on the passport nor a refusal letter refuting that the CIC may care about other countries VISA rejection . Others suggested to wait until getting the PER so that I can contact with the V.O. after knowing it exactly. Since I discovered this mistake, I got worried and worried by time !![]()
