Congrats!! It's great to see that you and another 8th August applicant got PER today, that means CIC keep sending PER even on weekends and holidays!! If u have already reached PPR stage with ur 1st App, u r already safe.
Regarding, blocking CC to avoid future charging. CIC may take it negatively. At this stage, if i were u, i will not take even 0.0000000001% chance of irritating CIC and let them charge.
However, u can send them an email to withdraw ur second application to avoid 2nd charging. This will certainly not annoy them.
Net net, withdrawing the app is better solution than blocking CC, remember blocking CC to avoid payment is considered offensive and unethical in Canada, even if ur intentions are right. Furthermore, some applicants have reported CC charging even after their card was blocked due to being stolen. Seeminly, CIC can by pass most of the CC blocks, if it has available limit.
