I also did not know VO sends mail in local language. Maybe because it is French??

They will send communication in French which is an official language of Canada if the applicants selects it as means of communication in generic application form.

Also, if these applicants completed eMedical for a TRV, WP, SP application within 12 months, they will have a waiver.

Thanks for updating! That seems correct. +1 for you. For Permanent Residence application, no one is exempt from MR.

I feel your attitude of being skeptical is VERY necessary, this is the only way of protecting yourself and friends from being hurt.
one can never be too careful when it comes money transaction. so why not make a CSE, it doesn't harm their applications for sure.
and the response from local VO regarding CSE can be much faster than CIO, because they are dealing with much less cases.(based on the experience of my enquiry to my Local Visa Office) and in the meantime, prepare for what is asked. once you are sure it's a genuine request from Paris VO, just go ahead with the transaction.

The thing is He did not even charge me for that day and were chatting 2 hours about the case. He didn't charge me because he felt my depression as well and he is convinced that CIO messed up things for me..So just the other day...I received an email with a POSITIVE ELEGIBILTY REVIEW..now I am waiting for my medical...JUne 18 Applicant here...CC charged October 7....
