You will get your app back with letter stating the reason for rejection..
In case of rejection after charging i believe you will get NER mail ( but not sure senior can confirm it )

Yeah, I was doing a bit research on to which field should I opt for? based on budget, it seems MS may help me at least to get Canadian degree and later on in life I may decide for MBA.

Do I need to do any other exam like (IELTS/ TOFEL/ GRE/ GMAT) to get admission for MS? Or it can be waived? Any thoughts?

AFAIK you got to do GRE for MS

waht i know is,
canadian govt is helpful in forms of scholarships, interest free loans to PR people.

think big and do it man. it pays in longer run.
