PSK can not say this.....they are fooling you...rules are valid for all over India...they dont change PSK to PSK...They all come under Ministry of external affairs of india and practice same rules.....my address in the passport and the current address were also different...and I got the PCC..its just if address in the passport and the current address are same then you will get PCC same day and if they are different then they will initiate police verification through police station, which will take 1-2 months and then you will get PCC....

just talk to them firmly and tell them to show you such rule in writing, or else you will file an RTI....As per Passport India site http://passportindia.gov.in/AppOnlineProject/docAdvisorSecure/pccPassport, if address in the passport and the current address are different, then you need just your old passport and new address proof....you just show them the print out of above link....they cant deny you...Its your right....
If after this also they are not doing it, then try to visit different location PSK in your city...Last option is to obtain PCC from your district commissioner or DSP office..which i would not suggest...as you know police officers are big thugs...

there is only 1 8 digit number on the visa , right below the word 'FPO', that is the uci number

NO one can tell you About your DD, You can ask your bank only.....

Relax .... only couple of June 6 DDs are encashed. Wait for 1-2 weeks.

The rules of PSK do vary from one PSK to PSK and they shamelessly admit it to your face. They even deny to accept what is written on their own website. So please don't waste your time. Please apply for PCC directly from SP office.
