I am a FSW applicant and i have already sent my application this sep. Now i have realized that i have made few blunders as follows:

1. I have sent my application without PCC report, though it can be sent later as well as mentioned in the instructions. I have also not sent any cover letter for the same. Will this be a problem?
I dont' think should be a problem, they would understand that you'll submit later when asked for

2. My wife (dependent) doesn't have birth certificate, so i have attached an affidavit from her along with her 10th certificates. Will this be sufficient?
This should also work if the affidavit is documented properly. But I'm not 100% sure about this.

its not that hot. chance can be taken to submit file. but have to act real fast

The matter of filling Cap of particular NOC is depends upon the applications reached (not evaluated) to CIC. As you mentioned the cap status of NOC 2133 is showing 172. This figure shows that 172 applications have been processed till last date of update. Now there may be large numbers of applications (June to Sep) in CIC office waiting for process and after 2 month which scenario will be ? that we can't guess. I am not going to despair you but showing what the picture may be. In spite of all these I encourage your friend to start process and send application as early as he can. BEST LUCK.

It is going to be a calculated speculation.

If I were in such a situation I would definitely give it a shot; and I will be very very hopeful. That is based on 172 in the cap. After 2 months my level of confidence will be linked to the number I see then.

So go ahead buddy!

P.S. I am always confused why the friends themselves don't ask the questions, :) some pun intended indeed.

Brother i have already confirmed with the authorities they cannot make Birth certificate as all the Old record has been destroyed by them.

they can give u NO record found slip which you can use further to get BC. i got my BC same way

1. Avoid X-ray for your wife and get it done later. you can request the doctors for this. preferred option. This will delay your PR process, but worth it.
2. Else do the X-ray with a shield. Relatively safe, but still nobody would like to take a risk, right.

(1) It is not mandatory to send PCC along with your application and not necessary to submit cover letter too. You have to arrange it to send on demand by Visa office.
(2) The BC of your spouse :10 th certificate and an affidavit are sufficient.

Yes they can give you no record. You can find some agent, everything is possible. One of my friend did the same for her wife. Agent gave him two options either no found or new birth certificate. Fees vary for both.
