The pigeons are so shameless they often try to sit even when people are right there, so I have my doubts about this one but will give it a try and make a scarecrow for sure. This idea can definitely work in a balcony that is enclosed from two or more sides, but with the open sky @ roof these birds are somewhat fearless in sitting shamelessly lol. I am also thinking of putting a wire mesh in some areas, though even that doesn't seem fool-proof so holding on to the thought for now.
Not only the pigeon sh1t / feathers all around looks shabby it clog the drain as well, and I hate water logging on the roof. Sorry, please ignore my rant!! :-X

For pigeons,u can try ti keep a teddy bear on tj roof / balcony..this has worked for people o know.. And its an inexpensive easy way which might scare them off.. So give it a try
