I am from Mumbai and took my PCC from Passport office (PSK). This didnt take more than 2 hrs. All they require is your original passport and address proof. Nothing else. Fairly simple process.
You need to first fix an appointment on the passport website
http://passportindia.gov.in/AppOnlineProject/online/pccOnlineApp
Do as directed as you can fix the appointment by paying Rs 500 charges online.
Two corrections as I just got my PCC done while I was at my hometown:
1. No need for appointment. 9-11 AM is walkin for PCC and they let you in without any prior appointment. Although, you need to first complete the application online and generate the ARN and take a printout of that.
2. Police Verification is not done only if you are still staying at your passport address and passport was issued within the last 1 year. If more than that, PSK may ask for police verification and that takes 3-4 days.
