Sorry brother. It is nowhere mentioned in the CIC site. This communication is made to applicants at different times when applicants don't provide BC. Following is another example:

I might got lucky because it says "birth certificate" and nothing else. They might have just glanced at the title and deemed the application to be complete.
 
Thanks @harka007, @randev for your quick reply, i cant even provide the business cards of my previous employee as the company is in US and now I am in India, but i have the email from them that they cant provide these letters, and it is hard to get their business cards.. so can I make self affidavits and attach that email conversation as supoorting documents ? please let me know.

Hi,

I am an Indian currently in India but I have worked for almost 3 years during 2010-12 in Hong Kong.
Since HK has lesser processing time (8 months) for FSWP applications than India (22 months) and since I am very late, can I put my office as Hong Kong so that my applications get processed in HK.
Or is this option of submitting to a office which is in your non-native country only applicable to people who are currently residing there i.e. I could have applied to HK office only if I were working in HK currently ?

Also, If I can submit my application to HK, do I need a permanent address in HK so that I can receive letters etc ?
And, how many times will I have to travel to HK to meet Canada FSW officers (e.g. for interview) ?

On 13/9/14 kerala free from liqour. It can be get only from 5 star hotel and govt outlets. Only 20 ***** hotels in kerala. As per govt new policy all bar hotels to be closed 13/9/14 onwards.

You should the choose the visa office where you are residing currently...no one knows how many times you may be asked to travel to HK...
