A quick note to everybody based on my experience, the guys at CIC are really professional and considerate. I never expected to get this done within 4 months. For guys who are receiving Passport request from USA, CIC gives the option to send a prepaid shipping label of Xpresspost, however the postal service do not accept a Credit card of US billing address for paying the courier charges. I had called Xpresspost and they asked for a Credit card with Canadian billing address. I had to send my Courier without prepaid envelope and was a little worried, but I guess its not that bad, received my passport back in 10 days of receipt of CIO-Ottawa, which they had sent me back by regular mail.

As doing international transaction will automatically make CC companies issue a pin card as per RBI rule.
I posted the above advice in one of my previous posts.
one trick which might work for you
Do not use your new CC. This should make your old card work for a longer time.
I got a similar replacement card, I did not use the new card. My old card is still active even after 75 days.
My card was not citibank though...
